Crop Insurance

Eligibility and Insurance Criteria

To be eligible for ASREC, you must:

  • For an individual: be domiciled in Québec;
  • For a trust: have been created for the purpose of operating a farm business located in Québec;
  • For any other type of business: have its head office and main place of business in Québec.

Other criteria must also be met depending on your type of business. For more details, refer to the program (PDF in French).

These are the main insurance criteria for each crop.

Apiculture – Subgroup Bees

  • Minimum number of hives and/or nucs: 35.
  • Insure all eligible units (hives and/or nucs) according to determined criteria. The number is established following an inspection by one of our advisors.
  • Nucs must be winterized indoors only.
  • Only nucs in mini-hive boxes are eligible.
  • Produce using methods approved by the Centre de référence en agriculture et agroalimentaire du Québec (CRAAQ).
  • Maintain a schedule of health management practices.

How to Enrol?

Apiculture – Subgroup Honey

  • Minimum number of hives: 35.
  • Insure all producing hives.
  • Produce using methods approved by CRAAQ.
  • Keep a honey extraction log.
  • Maintain a schedule of health management practices.
  • Provide access to hives.

Apples – Plan B

  • Insurable minimum: 100 tree units.
  • Farming methods: abide by the standards recommended by CRAAQ or approved by La Financière agricole.

Haskap Berries

  • Minimum area: 1 hectare, in which a density of at least 2000 plants is required.
  • Insure all plants, whether in the first, second or third year of planting. The plants and areas for the three years of planting can be combined to reach the insurable minimum.
  • Farming methods:
    • Abide by the farming methods recommended by MAPAQ or approved by La Financière agricole.
    • A functional irrigation system with a proper water source is required.

Cranberries

  • Minimum area: 4 hectares.
  • Farming methods: abide by the standards recommended by CRAAQ or approved by La Financière agricole.

Automn Cereals

  • Insurable crops: autumn wheat, autumn spelt, autumn triticale, and autumn rye.
  • Minimum area: 4 hectares per crop.
  • Seeds: Seeds must be a Canadian pedigreed grade (Breeder, Select, Foundation, Registered or Certified) having been subject to valid registration for Québec.
  • Sowing cut-off dates:
    • September 15 for the service centres of Alma, Caplan, Rimouski, Rivière-du-Loup, Rouyn-Noranda, and Sainte Marie (MRC L'Etchemins)
    • September 22 for the service centres of Gatineau (Antoine-Labelle and Gatineau Valley RCMs), Lévis, Sainte-Marie (except Les Etchemins RCM), Saint-Eustache (Laurentides RCM), Sherbrooke (except Sherbrooke RCM), Trois-Rivières (Mekinac, La Tuque & Shawinigan RCMs) and Victoriaville (L’Érable RCM)
    • October 12 for the service centres of Châteauguay, Gatineau (except Antoine-Labelle and Gatineau Valley RCMs), L’Assomption, Nicolet, Saint-Eustache (except Laurentides RCM), Saint-Hyacinthe, Saint-Jean-sur-Richelieu, Sherbrooke (Sherbrooke RCM), Trois-Rivières (except Mekinac, La Tuque and Shawinigan RCMs) and Victoriaville (Arthabaska RCM)

  • Farming methods:
    • Produce autumn cereals using a cultivation plan that complies with the Guide to Farming Standards Approved by La Financière agricole du Québec.
    • Conform to the practices recommended by the Québec Reference Centre for Agriculture and Agrifood (CRAAQ).
    • Present a cultivation plan when your farming methods differ from those listed in the Guide to Farming Standards Approved by La Financière agricole du Québec (PDF) or recommended by the CRAAQ.

Apple Trees – Plan A

  • Insurable minimum: for each group of insurable apple trees, 250 trees planted before May 30 of the previous insurance year.
  • Farming methods: abide by the standards recommended by CRAAQ or approved by La Financière agricole.

Semi-cultivated low-bush bluberries

  • Minimum area: 4 hectares.
  • Insure all fields in 1st- and 2nd-year production.
  • Farming methods: abide by the farming methods recommended by MAPAQ or approved by La Financière agricole.

Emerging Crops

  • Crops covered: dry broad beans, faba beans, hemp (grown for seeds), flax (grown for seeds), camelina and quinoa
  • Minimum area: 4 hectares
  • Seeding cut-off dates for cereals:
    • Flax (grown for seeds), broad beans, faba beans, camelina and quinoa: June 1
    • Hemp (grown for seeds): June 15
  • Seed: Use Canada pedigreed grade seed (Breeder, Select, Foundation, Registered or Certified) having been subject to valid registration for Québec.

How to Enrol?

Cereal, Grain Corn and High-Protein Oilseed Crops – Seed

  • Minimum area: 4 hectares par culture.
  • Seeds: seed used must be a Canada pedigreed grade (Breeder, Select, Foundation, Registered or Certified) having been subject to valid registration for Québec.
  • Seeding cut-off dates:
    • Wheat: June 1, except for the service centres of Alma, Caplan, Lévis, Rimouski, Rivière-du-Loup and Rouyn-Noranda, whose seeding cut-off date is June 5
    • Soybeans (zones of under 2,600 CHUs): June 10
    • Oats, barley and rye: June 15
    • Soybeans (zones of 2,600 CHUs or over): June 15
  • Provide La Financière agricole with production reports issued by the Canadian Seed Growers Association or the Canadian Food Inspection Agency:
    • Crop inspection and membership applications to the Association
    • Crop inspection report
    • Notification of refusal subsequent to inspection
    • Crop certificate
    • Germination certificate
  • Farming methods:
  • Wheat intended for the human consumption: only those wheat varieties that are on a list recognized by La Financière agricole may be insured.

Grain Corn – Collective

  • Minimum area: 4 hectares.
  • Seeds: seed used must be a Canada pedigreed grade.
  • Seeding cut-off date: June 1
    Areas planted after the last seeding date remain insured when weather-related conditions cause seeding delays.

  • Minimum area: 4 hectares per crop.
  • Seeds: seed used must be a Canada pedigreed grade (Breeder, Select, Foundation, Registered or Certified) having been subject to valid registration for Québec.
  • Seeding cut-off dates:
    • Buckwheat: July 1
    • Canola (zones of 2,600 CHUs or over): June 1
    • Canola (zones of under 2,600 CHUs): June 10
    • Grain corn: June 1
    • Barley, dried peas, field beans, oats and rye: June 15
    • Soybeans (zones of 2,600 CHUs or over): June 15
    • Soybeans (zones of under 2,600 CHUs): June 10
    • Wheat: June 1, except for the service centres of Alma, Caplan, Lévis, Rimouski, Rivière-du-Loup and Rouyn-Noranda, whose seeding cut-off date is June 5
  • Farming methods:
    • Produce cereals, canola, grain corn and soybeans using a cultivation plan that complies with the Guide to Farming Standards Approved by La Financière agricole (PDF). Produce the other crops using the techniques recommended by CRAAQ.
    • Present a cultivation plan when your farming methods differ from those in the Guide to Farming Standards Approved by La Financière agricole or recommended by CRAAQ.
    • Wheat intended for the human consumption: Only those wheat varieties that are on a list recognized by La Financière agricole may be insured.

  • Minimum area: none.
  • Seeding cut-off dates for cereals:
    • Barley, oats: June 15
    • Wheat: June 1, except for the service centres of Alma, Caplan, Lévis, Rimouski, Rivière-du-Loup and Rouyn-Noranda, whose seeding cut-off date is June 5
      Areas planted after the last seeding date remain insured when weather-related conditions cause seeding delays.
  • Cereal seeds: seed used must be a Canada pedigreed grade (Breeder, Select, Foundation, Registered or Certified) having been subject to valid registration for Québec.

Market Garden Crops

  • Cultivate a minimum area of 1.0 hectare per crop.
  • Insure all crops covering one hectare or more in a same subgroup. However, if the area of the crop to be insured covers at least 5 hectares, it is possible to insure only that crop.
  • Abide by the methods recommended by CRAAQ or approved by La Financière agricole.

Market Garden Crops – Local Market Gardening

  • Cultivate a minimum area of 0.8 hectare, all crops combined, and containing a minimum of ten different crops.
  • For organic production, be an accredited or certified member of one of the certification bodies accredited in Québec by the Conseil des appellations réservées et des termes valorisants. Provide, at La Financière agricole's request, a document proving accreditation or certification for the insurance year concerned.
  • For conventional production, abide by the practices recommended by CRAAQ or accepted by La Financière agricole.

How to Enrol?

Market Garden Crops – Perennial Vegetables

  • Minimum area: 1.0 hectare per crop.
  • Area accepted following an inspection.
  • Insure all crops covering one hectare or more in a same subcategory. However, if the area of the crop to be insured is at least 5 hectares, it is possible to insure only that crop.
  • Abide by the standards recommended by CRAAQ or approved by La Financière agricole.

Potatoes

  • Minimum area: 4 hectares.
  • Seeding cut-off dates:
    • Varieties maturing in more than 115 days: June 10, except for the Côte-Nord sector, service centre of Lévis, whose seeding cut-off date is June 20
    • Varieties maturing in 115 or less: June 10 for all service centres, except the following centres:
      • Rimouski and Rivière-du-Loup (excluding the loams of Kamouraska) and Caplan: June 15
      • Rivière-du-Loup, for the loams of Kamouraska and service centre of Lévis, Côte-Nord sector: June 20
  • Farming methods:
    • Use seeds of a superior or equal grade to the certified grade.
    • Produce potatoes using a cultivation plan that complies with the Guide to Farming Standards Approved by La Financière agricole (PDF).
    • Store potatoes according to the techniques recommended by CRAAQ.
    • Present a cultivation plan when the farming methods differ from those in the Guide to Farming Standards Approved by La Financière agricole.

  • Specific term: crops must be grown for processing.
  • Farming methods: abide by the farming methods recommended by CRAAQ or approved by La Financière agricole.
