Phosphorus Report

The Agricultural Operations Regulation (AOR) requires all operators of a livestock production or manure spreading site, who must produce a phosphorus report, to send a copy to the Ministère du Développement durable, de l'Environnement et de la Lutte contre les changements climatiques (MDDELCC) by May 15 of each year.

What is the phosphorus report?
It is an inventory of the phosphorus load, produced or imported, and the soil's capacity to receive the load in accordance with the maximum annual phosphorus deposits allowed under the AOR. Requirement for La Financière agricole’s programs

The benefits of our financing, insurance and income protection programs are linked to respect of the AOR by farm businesses participating in our programs. The terms for applying this cross compliance measure are stipulated in each of the texts presenting the programs. The measure concerns all the livestock production or manure spreading sites that are owned or leased or on which the operation custom produces. It targets all the operation's agricultural productions.

Consequences for participants operating a non-conforming site in relation to the phosphorus report

When the MDDELCC sends information establishing that one of our participants did not submit a valid phosphorus report, the consequences are those in effect in the following tables.

Note: For a first year subject to an invalid phosphorus report, the total reductions applied to the crop insurance, farm income stabilization insurance, Agri-Québec and Agri-Québec Plus programs, is limited to 2% of the participant’s eligible business income, established based on the parameters of the AgriStability program.
